a system that allows people to choose candidates for an election in order of preference. All first preferences are counted, and if no candidate achieves a majority, the candidate with the fewest votes is removed from the process and each vote for that candidate is transferred to each person’s second preference. This process is repeated until one candidate achieves the majority.
