  1. (1920-2003) a British politician and author. He was Home Secretary (1965-7 and 1974-6) and Chancellor of the Exchequer (1967-70) in the Labour governments of Harold Wilson, and later helped to establish the Social Democratic Party. From 1977 to 1981 he was President of the European Commission. He wrote several books about politics and politicians, and was made a life peer in 1987.
