  1. a university in Washington, DC, which was established in 1867 for both black and white people and which educated many freed slaves after the American Civil War. Many well-known black Americans studied there, including US Vice-President Kamala Harris. It is named after General Oliver O Howard, who helped to establish it and was its president from 1869 to 1873.
