  1. (in Britain) the process of choosing to leave a previous system in order to become more independent. The Conservative government in the 1990s encouraged many secondary state schools to opt out of Local Education Authority control and receive money directly from the central government so that they could be more like independent businesses. Hospitals were also encouraged to opt out by applying to become hospital trusts.
