  1. the first governing body (1774-89) of the thirteen colonies which later became the US. It met in Philadelphia. The First Continental Congress was in 1774 and made demands for more rights from Britain. The Second Continental Congress began in 1775 and passed the Declaration of Independence and the Articles of Confederation.
