He was a US officer during the Civil War and a Republican who served twice in the US House of Representatives (1877-83 and 1885-91) and as governor of Ohio (1892-6). US power increased greatly during his time as President. He supported the Spanish-American War and trade with China, and created the highest tariffs (= taxes on imports) in US history. He was murdered by an anarchist (= a person who believes there should be no laws or government).
